PHASE 1 PROJECT
Te Tau Papa o Avarua phase 1 project (TTPAP1) has been proposed to serve as a subset of the larger 20 to 30 year plan; Te Tau Papa o Avarua – Avarua Town Plan. The first draft of this masterplan was introduced in March 2019 (add link to pdf presentation).
The Panama Reserve, Punanga Nui Market (PNM) and Avarua Township sites are located centrally and were chosen for the TTPAP1 plan, to address the immediate steps towards achieving the following:
1. Reorganization of the Punanga Nui Market and development of facilities that will enhance customer experience and service delivery from farmers, providers of arts and crafts, fishermen etc.
2. Beautification of green spaces throughout the Avarua Township vicinity and;
3. Beautification of the Panama Reserve.

- An effectively managed, self-sustainable PNM that is accessible by all
- Improved market flow and accessibility

- Active transport modes provided for
- Increased and improved public facilities in the area
