The Cook Islands Investment Corporation (CIIC), in partnership with Te Marae Ora (TMO) and Cook Islands Funeral Services (CIFS), has nearly completed major improvements to the Rarotonga Mortuary, located adjacent to the Rarotonga Hospital.

The project, which began physical works in June 2025, is part of CIIC’s ongoing programme to improve essential public and community facilities across the country. The upgrades were designed to enhance dignity, comfort, and functionality at the site, which serves families and staff during some of life’s most sensitive moments.

Scope of Works and Upgrades

The improvements included:

  • An extension to the mortuary building to create a dedicated workshop and storage space for casket preparation, ensuring the chapel can now be used solely for services and reflection.
  • Construction of new guest toilets connected to the existing plumbing system, providing improved access and privacy for families and visitors.
  • Installation of a permanent roof over the outdoor seating area, giving protection from the weather and creating a more comfortable space for families to gather during services.
  • Removal of a chain barrier to improve access to the rear of the building, making the site easier to navigate for staff and guests.

Collaborative Planning and Local Delivery

The upgrades were jointly planned by CIIC, TMO, and CIFS, following extensive discussions to ensure the design reflected the needs of both staff and families.

“From the beginning, this project was about ensuring dignity, privacy, and practicality,” said CIIC Chief Executive Allan Jensen. “The Rarotonga Mortuary serves a deeply important role in our community, and these improvements make sure families are looked after with care and respect.”

Local contractors were engaged to complete the works, ensuring that the benefits of the project stayed within the Cook Islands economy. The project also created opportunities for local tradespeople to contribute their skills to an essential community facility.

Final Touch-Ups and Completion

As of October 2026, all major works have been completed, with only minor touch-ups remaining. CIIC is currently coordinating with Cook Islands Funeral Services to complete final finishing works, with the full project expected to be completed by December 2026.

The upgraded mortuary will offer improved comfort and functionality for both staff and grieving families, with spaces that reflect dignity, respect, and compassion.

“These improvements mean families will have more privacy, shelter, and comfort during a difficult time,” said a CIFS representative. “It’s a big step forward for the way we care for people and their loved ones.”
