The Aitutaki Plan: Te Papa Tau o Araura was jointly commissioned by the Aitutaki Island Council and Cook Islands Investment Corporation. 

Several public meetings were held in 2019-2020 with the Aitutaki community to formulate a plan that reflects their desires for social, economic and and sustainable development for the short and long-term. The plan reflects the aspirations of the people of Aitutaki. 

Consultations and preparation of the Aitutaki Plan was led by urban development consultants Reset Urban Design (New Zealand) and Romani Designs (Cook Islands).
