The Asset Development Division at CIIC leads the planning, design, and delivery of the nation’s public buildings, community facilities, and key government‑backed development projects. Our work strengthens the spaces where people learn, work, receive services, and connect — shaping infrastructure that supports national wellbeing and long‑term growth.

What we do

We specialise in the development of vertical and community‑focused infrastructure, including:

Government buildings, schools, hospitals and other public facilities
Community spaces and cultural assets
Support for State‑Owned Enterprise (SOE) development projects
Master planning and precinct development
Project delivery and oversight for Government owned building‑related works

Our work complements — but is distinct from — the civil infrastructure responsibilities of Infrastructure Cook Islands, which manages (and builds) roads, bridges and drainage, waste management and other horizontal infrastructure networks.

The Asset Development Division is a multidisciplinary team of planners, designers, engineers, project managers, and technical specialists. Our team play a key role in ensuring that government buildings and public facilities are safe, resilient, and designed to perform in the Cook Islands’ unique environment.

Key Projects We’re Leading

Our portfolio includes some of the Cook Islands’ most significant public‑sector developments.

Arutanga Harbour Redevelopment (Aitutaki)

Supporting the Ports Authority with planning and development for a safer, more resilient harbour precinct that enhances maritime operations and supports local economic activity.

Te Tau Papa o Avarua (TTPA)

A major revitalisation of Avarua’s waterfront and public spaces, creating a more vibrant, accessible, and culturally expressive town centre for residents and visitors.

ATOM Health Facilities Programme

Upgrading health facilities on Rarotonga across the Pa Enua to improve climate resilience. This programme strengthens clinics and health posts so they remain safe, durable, and fit for essential care during extreme weather and other climate impacts.

Social Housing Development Planning

Advancing planning for new social housing solutions to improve living standards and address long‑term community needs. This includes site planning, concept design, and sustainable development frameworks.
