Minister Confirms CIIC Board Reappointments and Deputy Chairperson Appointment

The Minister responsible for the Cook Islands Investment Corporation (CIIC), Hon Albert Nicholas, has confirmed the reappointment of Fletcher Melvin as Chairperson and Sharyn Paio as a Board Director, together with the appointment of Olivia Heather-Halston as Deputy Chairperson to the CIIC Board, effective 1 June 2026.

Mrs Heather-Halston succeeds Mrs Paio, who has elected to step down from the Deputy Chairperson role while continuing to serve as a Director of the CIIC Board.

Minister Nicholas said the appointments reflected the Government’s commitment to strong, stable governance and continuity of leadership.

“I wish to acknowledge and sincerely thank Mrs Sharyn Paio for her outstanding contribution as Deputy Chairperson. While she has chosen to step back from this leadership role, I am delighted that she will continue to serve as a Board Director, ensuring the Board retains her valuable experience, sound judgement and institutional knowledge.

“I am equally pleased to announce the appointment of Mrs Olivia Heather-Halston as Deputy Chairperson. Olivia is an experienced and highly capable Director whose governance expertise and leadership will further strengthen the Board as CIIC continues to deliver on its important responsibilities.

“I also congratulate Mr Fletcher Melvin on his reappointment as Chairperson. His steady leadership has provided continuity for the organisation, and I look forward to the Board continuing its important work under his guidance.”

CIIC Board Chairperson Fletcher Melvin said the appointments reinforced the Board’s strength and continuity.

“These appointments reflect continuity, stability and confidence in the Board’s governance. While there has been a transition in the Deputy Chairperson role, there is no change to the Board’s commitment to providing strong strategic leadership and sound governance.

“We are fortunate that Sharyn will continue to serve as a valued Director, while Olivia brings considerable experience, insight and leadership to the Deputy Chairperson role. Together, we remain focused on delivering effective governance and ensuring CIIC continues to meet its responsibilities to the people of the Cook Islands.”

The Minister also acknowledged the resignation of Board Director Arama Wichman, effective 30 June 2026.

“I would like to thank Arama for his contribution to the CIIC Board. His experience and thoughtful input have been greatly appreciated, and I wish him every success in his future endeavours.”

Mr Melvin echoed those sentiments.

“On behalf of the CIIC Board, I thank Arama for his service and contribution during his time as a Director and we wish him well for the future.”

The CIIC Board continues to provide strategic direction and governance oversight for the Corporation as it delivers on its mandate to manage and develop Crown assets in the best interests of the Cook Islands.
