Historic Agreement Secures Land for Rarotonga Airport Safety Zone

On Monday morning, landowners of selected Kaikaveka sections, their legal representatives, the Cook Islands Investment Corporation (CIIC) and the Airport Authority Cook Islands (AACI), gathered to celebrate a milestone more than 20 years in the making.

The appreciation meeting marked the conclusion of leases formalising AACI’s tenure of the eastern end of Rarotonga International Airport’s runway, to provision a compliant Runway End Safety Area (RESA). The land will provide a vital safety buffer for aircraft operations, and future works will include extensive earthworks and straightening the road in the area.

Described as “a marathon, not a sprint,” the agreement represents a milestone of enduring commitment and patience from all parties involved. CIIC noted that the process has been characterised by a spirit of genuine collaboration and goodwill, describing the landowners as “heartwarming to work with.”

Speaking on behalf of the landowners present, Kopu Angene said “for our families, this agreement represents more than land — it represents trust, respect, and a shared commitment to the future of our country. It has been a long journey but today shows what can be achieved when we sit together, listen, and work in good faith. We are proud to be part of ensuring the safety of the airport for generations to come.”

CIIC Deputy Chair Sharyn Paio said the signing is a legacy moment:
“This agreement is what legacies are made of. It demonstrates how genuine dialogue, trust, and collaboration can achieve outcomes that benefit the nation, while respecting the mana of landowners.”

Airport Authority Cook Islands Board Member Nancy Matapuku added:
“This is the first step in a new chapter for the airport. Securing this land ensures both the safety and the future development of our airport infrastructure. It will allow future generations to travel with confidence and enable visitors to continue coming to our shores. I acknowledge the long journey it has taken to reach this point, and importantly, I pay tribute to the landowners whose commitment and perseverance have brought this agreement to fruition.”

The next stages of the project will involve planning and preparing the site for ground works and construction, marking the beginning of a major safety upgrade for the airport.
